Multiple-Ply or Built Up Flat Roofing (BUR) "Tar & Gravel Roofing" 

Traditionally, flat roof systems have been installed by laying out 3-4 layers of asphalt-saturated felt roof paper (tar-paper) by mopping hot asphalt. Most often, the surface is gravel in a flood-coat of hot asphalt. This system of flat roofing is “Conventional Built-up Roofing, BUR, or Tar and Gravel Roofing”.

Newer Built Up Roofing Systems - Engineered Liquid Rubber and Modified Asphalt
The new built up roofing systems (which are designed on the premise of the toughness of the traditional built up roof) use modified liquid rubbers instead of tar, synthetic sheets instead of tar felt paper between layers, and reflective coatings instead of gravel. Re-Coating "Restoration, Re-Surfacing" a Built Up Roof
One of the advantages of a built up (beyond being one of the longer lasting and tougher roof systems) is that you can restore or re-coat these roofs. This is an advantage for roof life cycle costing. The important thing to note is regular maintenance. If you have a good traditional built up roof installed and maintain in properly, there is no reason you can't get 40 or more years out of it. The newer built up roofing systems that have reflective coatings (like TOUGH ROOF) can have indefinite life duration as the top coat (elastomeric coating) can be re-coated at 5 year intervals and almost never break down. Similarly, the liquid rubber built up flat roof systems we now install can be re-coated with liquid rubber at regular intervals extending the life span of the roof greatly.
